Some factions are effectively unplayable for two reasons:ġ. (I wrote an AAR, The Lion and the Eagle, about my Venice campaign in the Writers' Study). I've had a lot of fun playing minor factions such as Venice and Denmark in Empire. I've seen several people praising Minor Factions Revenge, so you might want to try that one. They include changes to game-play which you might or might not like. Overhaul mods for Empire such as DarthMod, Empire Realism, Imperial Destroyer and Imperial Splendour (and others) are also likely to unlock minor factions. Download the installation file, ETF21.exe, right-clicl on it and select 'properties' (the last item on the menu) then select 'compatibility' (from the tabs along the top) then tick the box by 'Compatibility mode' and select Windows 7 (thanks to Gunder1an for this suggestion).

(With Windows 8 or 10, I think this mod needs to be installed in compatility mode for Windows 7. Emergent factions are ones which appear when there is a successful rebellion in their home regions, such as the United States, Ireland, Norway, Hessen and Afghanistan. If you would like to unlock minor and emergent factions, you could try Empire Total Factions. (Minor factions are on the campaign map at the start and are normally non-playable.). If you want a mod to unlock factions without making other changes, you could use All Factions Unlocked.
